Proposal for further work on pretreatment decay

Pretreatment decay is a world wide problem sometimes ignored by pole producers. Words like "poles are not worse now than they were 50 years ago" or "we have always handled poles in this way without trouble" are weak defences. All other industries try to make their products better, so why not the impregnation industry? Or is the pole industry right? What do we know about the long term effect of pretreatment decay? Questions concerning pretreatment decay that ought to be studied further are for example, how does pretreatment decay influence: - strength properties? - uneven moisture content and, as a result of that, uneven penetration of preservative? - fixation of fungicides to decayed wood? - effect on life-term performance of poles in service? - inspection schedules of untreated poles? My proposal is that a co-operative project be started within Working Group I, Sub-group 2 in order to gain further knowledge of pretreatment decay and how to recude the problem.
